# AIR attribution and boundary

AIR is a verified policy language and runtime created by Dmitriy Shtro.

Vela uses AIR for bounded, verified, fail-closed remote authorization and
synchronization policies. AIR policy packages can only emit the narrowly
defined, host-validated decisions described in Vela's ABI and provenance
evidence.

AIR does **not** process Vela media bytes, video frames, or audio samples.
Vela's native media plane owns playback, files, rendering, UI, and device
access. AI DJ and Apple Intelligence features are not implemented in AIR.

The AIR source, compiler, toolchain, ABI, package-check output, and WASM
provenance remain separately governed. This Vela licence migration does not
silently relicense AIR. Official Vela source and binary distributions preserve
the AIR attribution and the corresponding `artifacts/evidence.json`, package
checks, audit files, and locked toolchain identity.

Any separately authorized derivative or commercial redistribution of Vela must
preserve this notice verbatim.
